I think the truth to the "disregard for the rules" is more accurately a different interpretation of how best to follow the rules. Slytherin might be seen as holding disregard for the rules but really they see the rules as something the people in power set to keep the weaker in line, so if you're ambitious and powerful the rules are beneath you and you should take what's yours because you make the rules. Griffindors in the other hand would say the rules are important to protect people but if they're unfair or unjust there's no reason to follow them. Neither faction would say rules are not important though.
